GA4 Measurement Plan · workshop and specification

Business questions first. Tags second.

I design GA4 measurement plans, event taxonomies and dataLayer specifications so business, marketing, developers and analysts implement the same agreed scope.

The plan connects objectives, KPIs and funnels with events, parameters, conversions, GTM requirements, reporting and acceptance criteria. It is not an unexplained list of tags.

Why before implementation

Tags cannot fix missing measurement decisions.

The most expensive corrections appear when definitions and ownership are discussed only after implementation has started.

Events without a purpose

The team measures a lot, but reports still do not answer questions about the funnel, sales or profitability.

An ambiguous developer brief

Field names, value formats, dataLayer examples and precise trigger conditions are missing.

Inconsistent names and parameters

The same action is recorded differently across websites, apps, GA4, BigQuery and BI.

Corrections after release

Only a report or e-commerce test reveals a missing identifier, value or contextual parameter.

Primary outcome

One specification for business, GTM, BI and developers.

The document leads from a business question to an acceptance test. The number of workshops depends on the complexity of the service, funnels and teams involved.

    Questions and decisions

We establish report audiences, decisions, funnels, KPIs and scope boundaries.

  2. 02

    Measurement model

I connect funnel stages with events, parameters, conversions and reporting requirements.

  3. 03

    Technical specification

I document dataLayer structures, formats, trigger timing, owners and dependencies.

  4. 04

    Review and acceptance

We verify feasibility, priorities and test criteria before implementation.

What the plan contains

Questions, objectives and KPIs

Why each element is measured and who uses the result.

Funnels and conversions

Journey stages, micro- and macro-conversions, and drop-off points.

Event taxonomy

Event names, parameters, values, conventions and custom dimensions.

dataLayer specification

Data structures, example payloads, required fields and validation rules.

Implementation priorities

Dependencies, ownership and the order of work across teams.

QA criteria

Test scenarios and acceptance conditions before tags reach production.

The plan can be a standalone deliverable or the basis for a full GA4 implementation.

Service fit

When you need a plan — and when another service should come first.

A measurement plan makes sense when

  • you are launching GA4 on a new website, app or store,
  • you are redesigning a funnel, checkout or site architecture,
  • you need to clean up historical events and naming,
  • marketing, BI, GTM and developers need one shared specification.

Choose another first step when

  • the plan exists but the data is wrong — start with a GA4 audit,
  • the specification is ready but implementation is missing — move to GA4 implementation,
  • you only need a dashboard built on already reliable data,
  • no one is available to agree business KPIs and priorities.

Success criteria

How we recognise a good measurement plan.

A plan is complete when teams can implement and test it without guessing — not when it contains many rows.

Every event has a purposethe question it answers and its data users are explicit
Developers know the data contractfields, formats, trigger timing and edge cases are documented
GTM and BI share definitionsnaming and parameter scope remain consistent across tools
QA has acceptance criteriaimplementation can be tested before release and after changes

One accountable consultant

I connect business requirements with implementation reality.

I lead the project personally and treat the plan as a contract between business, analytics, GTM, developers, BigQuery and reporting — not merely a GA4 configuration.

Before we talk

Frequently asked questions.

Who should join the workshop?

A business or marketing owner, an analyst and a technical representative. E-commerce projects may also require someone who understands checkout, CRM or product data.

Does the plan include GA4 and GTM configuration?

The primary outcome is the plan and specification. Implementation can be commissioned separately or handled by your team.

Can the plan cover BigQuery and BI?

Yes. Parameters, identifiers and granularity should be designed with BigQuery export and downstream reporting in mind.

Must every existing event be replaced?

No. I first identify what can be retained, standardised or retired. The goal is a coherent model, not a new naming list.

How is the work priced?

Pricing depends on funnels, platforms, language versions, e-commerce scope and the number of teams involved. I propose the workshop and documentation scope after a short qualification.

First step

Describe the service, funnel and decisions that should rely on the data.

I will return with qualification questions, a proposed workshop scope and the information needed to prepare an estimate.
